This is one of the four colored plates in the Book, "Rainy Day Stories" Subtitled "A Collection of Poems and Stories for Boys and Girls"  which includes 4 colored plates.  It was published by The Saalfield Publishing Company Chicago *Akron, Ohio * New York in 1915 which therefor makes it in the public domain.  I bought the book just for this image that I really like.
