American women got the right to vote in 1920, when the 19th Amendment to the United States Constitution was ratified, but the suffragette movement started decades before, in 1848. Around 1938, a newspaper columnist named Westbrook Pegler was the first writer to refer to liberals as “bleeding hearts," accusing them of tugging at voters' heart strings to gain their sympathy and their votes.
